00:00 - Value Jett Flight 92 took off in 1996. What was interesting about Value Jett is that it was a discount airline. the FAA wanted to promote this whole new segment of air communica airline communication. And so Value Jet happened to be one of the poster children

Southwest was probably the most prominent one that has survived in that, unfortunately, having taken off in Miami and heading toward Atlanta, it had an electrical disturbance right away, and 110 people died over the Florida Everglades. The fire was so strong that you didn't have seats, you didn't have metal, you had virtually nothing on the Everglades.

00:54 - And looking for the black box was hard. And so the question became, how did this crisis occur? Who was responsible for it? And how do we explain it in this context? And so I used the Value Jet Airline crash as a vehicle for bringing together several theories and several elements of crisis communication. That was the context in which it occurred. A lot of people use the word crisis in sort of everyday language.

01:26 - And so newspapers love to talk about, crisis, and that we had a more specific notion of what a crisis is. in order to have a crisis, you have to meet three criteria. One criteria is something occurs sudden. So a lot of problems occur because they're simmering, they simmer for a long time, and then they finally blow over. And that, for crisis to occur, something happens to have occur sudden, much like with the challenger disaster,

01:58 - where we had so many, shuttles that flew, routinely in that, but then you had a crash. So it has to be something that number one is sudden. Number two, it has to be a threat to important value. So you're on your way to work today, you have a flat tire, you pull off to the side. Is that a crisis? Well, it may be to you a traumatic event, but actually you pull out your phone, you call aaa or you call one of the, services. And that, it's just a distraction or a nuisance.

02:36 - A threat to important values has to really hit important values. I'll give you an example of a threat to important values. The University of Minnesota, had a basketball team that made the men's basketball bracket for the NCA tournament on the eve of their playing in the game, it was revealed that somebody had written papers for 15 basketball players on the team. Well, is this a crisis?

03:07 - there's nothing more important than academic life than academic integrity. And in fact, the team was pulled from the tournament. the basketball coach was eventually fired. The athletic director for women was fired, the athletic director for men and the vice president for, student affairs. And so, a crisis has to be a threat to important values. And the third element is that, there's a short response time.

03:34 - You don't have forever. With an airline crash, you usually have to get a message to the public, and it could be a standby message within four hours. And the message may say something like this, we haven't recovered the black box. We're not sure what happened, but we're looking for the black box. And as soon as we have any information, we'll relay it to you.

03:58 - And the reason you do this in the airline industry is that 20% of the public is scared of flying anyways. You've got another 30% that have anxieties. And so you have to calm a public that this was an atypical or an anomaly. but you don't wanna let a lot of time go by an academic life. When somebody attacks an article you've written, the response may be six months or a year later, that doesn't happen in a crisis situation.

04:27 - The response has to be immediate. So for a crisis to occur, we have three elements, surprise, threat to important value and a short response time. And those three constitute what we think of as a crisis. And there are crisis situations which have to be responded to for a long time. I used to go to a, we had crisis conferences. And the crisis conferences started after the Exxon Bel Ds, where you had academics. You had people who were government regulators,

04:57 - you had people from corporations. And we tell war stories. And the war stories would often be interesting. They often involve lots of people in that, but you didn't get a sense of how you could proceed. And so the academics started getting together, and we started talking about how do we explain these things? We could have 2000 war stories, but you haven't developed any principles. Eventually, out of these conferences, we developed several

05:27 - approaches to how to study a crisis. One approach, we'll call a stage, theory and stage theory. And there are several theorists. The one I like best is Stephen Fink. stage theory is really a natural history, evolution of a crisis. And natural history means something has a beginning, middle, and end. In the case of Stephen Fink, he's really got four stages

05:51 - that each crisis goes through. The first stage is something called the prodromal, or it's a Greek word, meaning running ahead. And he says that there are warning signs that run ahead of a crisis. In the case of the Challenger disaster, the o-rings had not sealed 19 times before. So there were warning signs and astute manager would've noticed there's a problem with the O rings, thicks the problem

06:18 - before it actually took off. The second stage fin is the acute stage. And the acute stage is where something happens. In the case of value, jet flight 5 92, the acute stage was the explosion over the Florida Everglades. The acute stage is often the shortest part of a crisis. In the case of values that it lasted about 10 days as they went on a scavenger hunt, looking for the bodies, looking for the black box.

06:46 - The third stage is the a chronic stage. And the chronic stage is where you investigate what happened. You make changes along the way. You implement reforms. Oftentimes you fire managers and that, and this is the longest of the four stages. And then the crisis resolution. And the definition of a crisis resolution for f is that the company has made whole again. And so the company has made whole,

07:14 - and you start looking for new prodromes along the way. So the four stages for Fink were, the prodromal, the acute, the chronic, and the crisis resolution. That's a natural history. There were other stage theorists. The stage theory is a really useful way of thinking about a crisis. A second approach, a very different orientation, is strategy theory. And the strategy theory that I like best is William Benoit. And strategy, theory is centered on reputation and image.

07:48 - much like economics is designed, to talk about profit maximizing activity. In communication, we're concerned with reputation maximizing activity. And so either an individual or an organization has a reputation that they wanna protect. And Benoit says that a crisis occurs when there's an attack on your reputation. Somebody has said something offensive and that it hits you directly.

08:18 - And for him, there are five strategies in which you can minimize or, reduce, excuse me, the attack, one of the strategies is called just denial. whatever you said is not true. it's false. I didn't do it. And so, a variation of denial is, scapegoating. Yeah, it was done, but was done by somebody else. it wasn't me. And so denial is one strategy. Second strategy is reducing the offensiveness where you try to reduce the offensiveness of it.

08:55 - and here you can use minimization. You can use displacement. There are various things that you can use in order to, reduce the offensiveness of it. A third is invasion of responsibility. where you try to show that you had a good intentions or an accident occurred, or his most interesting, variation is the feasibility. Things just got out of control.

09:23 - and the Exxon Ved, the weather was calm for three days and then the weather was bad, and you couldn't bring in an easy rescue crew. And so, that became part of re evasion of responsibility. the nice fourth category is a corrective action. And here's where people make cor corrections or reforms. You implement measures so that it won't happen again. And his stiff category is apologies or mortification. Here you express regret.

09:59 - You express, problems along the way. the problem with expressing regret though, is that as other people point it out, there's a trade off. if I say I'm sorry, I really didn't mean to do it, it opens me up to legal liability. And so a lot of companies use what's called the equivocal apology. I'm really sorry. The problem occurred, but you never say I caused the problem.

10:28 - You always have something that is very ambivalent along the way. So that was the third, a fourth of, benoy strategies. his last strategy is, ification. So you've got five strategies that he has as part of how to handle a crisis. And the last major orientation I look at at, especially in this article, is focusing event. A focusing event is a sudden event

11:01 - that captures public attention. And that event sort of crystallizes lots of issues along the way. probably the best example of a focus event is something like Columbine. We had had school shootings before Columbine. Often they occurred in urban areas, drive-by shootings or in rural areas. What was so devastating about Columbine, it occurred in an upper middle class town,

11:30 - Littleton, Colorado. it occurred in an area where people moved to, to get away from the ills of urban society. And so it became an event that crystallized public opinion. There were five cover stories on Time Magazine, about school shootings, about, what happens. it, led to a lot of attention along the way. Berkland, who's the chief theorist of focusing event, says that a focusing event will lead to a legislative enactment. People will pass legislation

12:08 - to prevent this from happening again. My approach is that a focus event often leads to a rhetorical symbol. So Columbine did not have a legislative enactment. television people argue that, and computer people argued that, the First Amendment stopped the government from issuing a new regulations gun. People said the Second Amendment stopped people from doing this.

12:35 - And so there was never any major legislation. But Columbine has become a symbol. And anytime we've had a school shooting, and since Columbine in 1990, nine, we have had several school shootings along the way. And everybody brings up Columbine as the template for here's what happens. So a focusing events is a way of looking at how the public actually focuses on something. It's an agenda setting part of the media,

13:07 - how the agenda is set by the media in order for public opinion to crystallize on one topic. So there's three different approaches that I look at in this article, stage theory, strategy, theory and focusing event. And all three have it. My argument is that the best way to understand the crisis is to take elements from all three approaches to actually get a more comprehensive view of what a crisis is

13:36 - Like. Why is value jet lasting? It's 25 years since I wrote the article. What was special about value jet value jet was a discount airline. The FAA was put into a dual role. On the one hand, it wanted to promote this discount segment of the airline industry. Discount airlines were affordable. They offered easy access to people.

14:01 - The seaport Small, they have no frills, no extra food in that. But part of the FAA wanted to promote this as a way of people moving. On the other hand, the fa a's mandate is to provide for public safety. And so, you had conflicting goals we wanna both promote as well as measure public safety. So there was something special about the value jet case. You had a federal agency that was caught in

14:30 - with dual purposes and acted Badly Because they should have monitored value jet ahead of time. And indeed, they claimed that they had monitored 5,000 value jet flights ahead of time. So What happened? Well, there had been warning signs that value jet was a problematic airline value. Jet often bought planes from other companies

14:58 - and then reconditioned them. But these planes were predisposed to have accidents and value. Jet had a higher rate of accident than what was normal in the airline industry. And the FAA sort of let it slide. So in the prodromal where you could've actually intervened, the FAA just let it go, in the acute, it was a terrible tragedy. You could not find any remnants of the bodies at all.

15:28 - people combed the Flora Everglades, they were able to find, the black box eventually, but it was a difficult thing. What turns out is the Arrow values that Flight 5 92 was carrying some oxygen tanks. And those oxygen tanks exploded and the way that didn't leave any remnants of the plane at all. And so there was a question, do you allow these airplanes to actually carry these oxygen tanks in this kind

15:59 - of a manner, especially if it was an older, plane. And so the acute raised some questions. The chronic is people started investigating a value jet, and value jet had cut corners, had not done the kind of maintenance it needed. It was able to postpone maintenance in order to keep the prices down. And so, what was interesting about its pricing structure is that it achieved those economies,
